Cemetery & Parks Meeting

The meeting was opened at 7:00PM Present were, Ray Boyes, Tubby Boucher, John Barrett,(late) Roger Rapoza, and Pam Haman.

Appointments: Carolyn Smart, Member Board of Selectmen, liaison between department and board.
Cynthia Donovan Schuster, Kids Kountry Playground Committee

Carolyn was attending the meeting as the liaison from the BOS, also she has received several complaints regarding no trash barrel in the cemeteries.  Discussion followed with concerns being made that having trash barrels encourages bees and other animals.  People would also use the trash barrels to empty items from vehicles. Many places have a carry in carry out policy.  Discussion then went to trash barrels on the common and playground.  It was noted that Lunenburg, Pepperell and Shirley all have trash barrels.  Residents attending the meeting stated that many times they had picked up trash in the common and playground even when there were barrels.  Disposable diapers being left in the barrels are a problem at the playground.  Suggestion about having a sign “carry in carryout, no littering violators will be fined.    There is one trash barrel at the back of the common and trash barrels are put out for events.  Roger had a picture of the recycle container being filled with trash as well as recyclables.  Dogs on the Common are also a problem.  Some cemeteries have a place to dispose of flowers or vegetation.  Trash not a problem at Riverside.  Some residents made mention that constantly emptying takes man power and funds.  Possible have barrels out during peak holiday times i.e. Memorial Day to help with clean up.  Carolyn stated that she had 5-6 complaints and that she was just bringing the information to the department.  The Department will table for now.

Cynthia Donovan Schuster from the Play ground Comm. Was at the meeting explaining her proposal for paying for bark mulch at the playground.  She has gotten donations from an Eagle Scout Project.  TJ Fetterolf of Pepperell, troop 26 has raised over 3,000.00 towards that project.  He will also scrap and repaint the pavilion.  He would also replace some of the damaged boards.  Cynthia was able to find a supplier for the bark much that is playground safe at 22.00 per cubic yard John Barrett made a motion to accept Cynthia’s proposal; as outlined in her letter.  Tubby second all were in favor motion carried. John thanked Roger and crew for the work they did to get Howard Park ready for the minuteman reenactment,
Roger presented the Commissioners information on Columbarium’s.  He would like to see the area around the bird bath and garden designated for this use.  The Commissioners were interested in the idea but would need to so more research.  Will be tabled for now.
A tree on Highland Street in front of the Cemetery was damaged by a Shaw’s Waste Disposal truck. Roger is looking into options for the tree.
A “field trip” to the cemetery (Highland Street) will be planned for later this summer.  Roger would like the Commissioners to look at the area around the tomb.
Another estimate for the work around the Birney Blood Monument will be obtained the Commissioners will then made a decision.
The next meeting is scheduled for June 29 at 7PM.
